Tom Philp
Tom Philp is Chief Executive Officer and founder of Maximum Information, a company developing advanced analytics to improve catastrophe and climate risk management.
He specialises in catastrophe risk modelling and analytics, with experience spanning reinsurance and disaster risk sectors. At AXA XL, he focused on developing bespoke views of risk from natural catastrophe models. He has also worked on developing catastrophe risk solutions in data-constrained environments, including through his role with Blue Marble Microinsurance, contributing to the design of drought and rainfall-based products for underserved markets.
Tom holds a PhD in Meteorology from the University of Reading and has held research affiliations with the London School of Economics and University College London, as well as a visiting position at NOAA’s Hurricane Research Division.
He is particularly interested in how to effectively deploy risk information where uncertainty is high and data is limited. His perspective has been shaped by his involvement in initiatives such as the Insurance Development Forum and the EU’s Copernicus Climate Change Service, both of which aim to strengthen the use of catastrophe risk frameworks beyond traditional insurance applications.
Across all his work, Tom is guided by one simple question: how can we leverage the data that we already have to drive more effective decisions? This applies not only in commercial settings, but also in contexts affecting vulnerable communities, where clear, well-informed insight can matter most.
