As leader of Product Regulation, she has the privilege to oversee the bureaus that regulate Qualified Health Plan rates and benefit designs, the reinsurance program, network adequacy, mental health parity, adverse benefit determination rights, and the rates, rules, and forms for Life, Health, Property, and Casualty insurance products sold in the Pennsylvania market. Shannen has a passion for proactive innovation, where her leadership approach encourages innovative methods to protect consumers, design new products, and implement processes that focus on the consumer experience. She also established the insurance department’s innovation program, Keystone Smart Launch. Prior to joining public service, she worked in Life and Long-Term Care insurance for 14 years, most recently as a Product Innovation Leader. She has a bachelor’s degree in Business Administration and is married to her high school sweetheart. Fun fact! Her nickname was “Rapid Fire” while working as a 911 dispatcher in Nevada. When not in the office, she can be found with her family, friends, or volunteering.
